It is not a server licence of its own; it extends an existing Datacenter licence so that a machine with more physical processor cores than the base package covers stays correctly licensed.

Microsoft licenses Datacenter per physical core, with a minimum of 16 core licences per server and eight per processor, and every physical core in the machine must be covered. GPU partitioning is more flexible as well: Standard supports it on standalone servers only, while Datacenter combines partitioned GPUs with failover clustering for workloads that must survive unplanned downtime. Hotpatching, which applies many security updates without a restart, can be added to Datacenter as a paid service through Azure Arc.

Choosing the right edition

Within the 2025 family, Standard uses the same per-core model but includes only a limited number of virtual machines per licence and lacks Storage Spaces Direct and Network Controller, which makes it a good fit for physical servers and lightly virtualized hosts. Datacenter is aimed at dense virtualization and software-defined infrastructure. Datacenter: Azure Edition is a separate variant for Azure and Azure Local that receives hotpatching natively and new features more frequently. Because core licences must match the edition of the base licence, this pack extends Datacenter only, and Standard hosts need Standard core licences instead.

Practical limits worth knowing before you buy

The add-on cannot be used on its own. It only has a purpose on top of a Windows Server 2025 Datacenter base licence that already meets Microsoft's 16-core minimum per server, and it cannot be paired with a Standard licence to create a mixed configuration. Disabling cores in the BIOS or assigning fewer cores to the operating system does not reduce the number of licences required, because Microsoft counts the physical cores present. Users connecting to the server still need Windows Server CALs, and Remote Desktop Services additionally require RDS CALs.
